Why We're Urging Outreach to the House
With the Senate having passed its version of the reconciliation bill 51–50, the Clean Cities and Communities program now sits at a critical funding crossroads — and the House must hear directly from coalition leaders and stakeholders across the country. Transportation Energy Partners is calling on all Clean Cities advocates to pivot their outreach to their U.S. Representatives without delay.
We are asking each coalition to block out one hour this week to make targeted calls to their House members. Each call may take 10–15 minutes, especially when connecting with energy and budget staff — and that time is well worth the impact.

Why It Matters
Clean Cities and Communities coalitions are on-the-ground leaders in the national clean transportation strategy. We help cities and fleets save money, reduce emissions, and expand access to alternative fuels — all while creating local jobs and delivering long-term public-private value.
But that work depends on timely and stable federal support. This is a critical moment to protect the momentum we've built. Your voice matters. Your call matters. Your coalition matters. Let’s make sure the House hears us loud and clear.

Our Two Urgent Asks to the House
- Restore Clean Cities and VTO in the Budget: House leaders must ensure that both the Clean Cities and Communities program and the Department of Energy’s Vehicle Technologies Office (VTO) are reinstated in the FY26 appropriations process with a dedicated budget. These programs have a 30+ year record of bipartisan success, advancing energy independence, fuel savings, and clean transportation innovation in every corner of the country
- Unblock FY25 Cooperative Agreement Funds: Congress already appropriated FY25 funds for Clean Cities, but they remain stuck at DOE. We are urging Representatives to contact senior DOE leadership to press for the immediate release of these funds. Every month of delay strains coalition capacity and puts jobs, projects, and services at risk.
